It seems this monument was built for/by the pioneers who travelled the road from Sydney to Melbourne by horse & caravan in arduous conditions.

So where does the dog come into it???
Well the dog used to sit on the box full of food to guard it. But on this one particular occasion the dog fouled the food.....

Great idea for a monument!
